How to revamp past life reward system <--- working again
Developers should fix this <--- 2020 edition!
I am curious as to exactly how the min levels on these things will work. You had mentioned before that there would be augments at lower levels as well and this particular item states that it can be used in any color slot.
Will min level just be considered when slotting the augment? Will it modify the minimum level of the item itself or do the slots themselves have limitations on the level of augment?

Epic Helm of the Blue Dragon (en/eh/ee)
Note small differences between the power level of my three versions - a perfectionist will want the EE version, but the EN and EH versions will be almost as good.
Also this is intended to be a very good item. Every pack has a few mediocre ones, a few niche ones and a couple of extraordinary items - this is meant to be one of the latter. Probably best-in-slot for any arcane that takes hits in melee range ever.
Intelligence 8/8/8 OR Charisma 8/8/8 (50/50 chance of each)
Magnetism 114/120/120
Superior/Superior/Sovereign Lightning Lore (15% crit chance, +0.5 crit intensity)
Electrostatic Guard (New effect. On-being hit proc, 0.5% chance, deals about 1000 electric damage plus 1000 sonic damage to all foes within a Haste radius of the wearer. Reflex save DC 55 for half damage. Graphic effect - the wearer is struck by a lightning bolt from above when this triggers, which then arcs out like Chain Lightning to each foe in range).
Augment slots: None
Ring of the Stormreaver Prophecy
Wisdom 8/8/8
Resistance 5/6/7
Concordant Opposition
Augment slot: Green
Charoush's Inferno
Bastard Sword
Augmented Base Damage: 2.5[1d12]/2.5[1d12]/2.5[1d12]
Enhancement bonus: +6/+7/+8
Conflagrating (all difficulties)
Greater/Greater/Epic Incineration - on-hit proc, 1% chance, deals 1000+50d20 fire damage immediately.
Insightful Strength: +2/+3/+3
Augment slot: Red
I don't have a zerging problem.
I'm zerging. That's YOUR problem.
I am hoping we get to upgrade the GH items rather than ready made items dropping.
That ML25 Globe looks awesome.

So do certain people realize that litany's +1 to all stats STACKS with all exceptional +1's in this game right? Which makes this a very nice item to slot.
However it worries me a bit that this will be the new epic token grind. We know they want to do away with epic tokens and re-do slotting. So do we now have to grind for that one specific +1 to all/toughness/GFL/heavy fort augment that is pretty rare?
I'm sure there will be ones like the +1 exceptional to all that are awesome but rare... But for slotting things I would feel more comfortable with a revamp of old epic slotting that require tokens that I can grind for. I feel like I will be progressing toward a reward that way, not grinding and crossing my fingers I get the toughness augment that I want.
However if this is like EDA augment crystals and these just fall from epic gianthold but other augments can be purchased through tokens I am ok with grinding for a certain crystal type. I want to be able to customize through my own choice of turn ins. Not random luck for every slot.

You're probably right that they are going to do away with tokens, especially since they don't drop in FR content.
I am however hoping for legacy epic items to just start dropping completed (getting rid of seal/scroll/shard) and some of these augments to drop like they do in EDA like you suggested. However I would still like to see something in place to get other augments. Maybe we will be able to use commendations for some of these as well and they are going to expand the commendation system to Eberron as well.
Who knows. But yeah, hoping it's not just more luck loot drops.

(1) Thanks Feather
(2) Note the ML on the augment - this is how they will have varying augments. I wonder if a single-stat exceptional +1 would be like a ML16 (same as DT armors) ... and if the base ML of some epic items may be reduced.
(3) I suspect we'll be able to get some augments through turning in tokens, some may drop whole, some may be acquired through other means (possibly combined w/ Cannith crafting)
Ghallanda - now with fewer alts and more ghostbane
ToD stopped being the big raid after MotU and all the new loot was released.
It, however, won't die, as the rings will still be good from 18 to whatever. They'll be TR gear now rather than end game gear. They'll probably want to improve the chances for getting them, though, as players won't be interested in running them as religiously as before.
Holy burst rings for monks, berserker sets for barbs, tank sets for threat, and ravager sets for all other melee are all still awesome even at cap.
The rest of the sets could really use a look especially those benefitting PREs

So:
Gratified to see that it's pack-appropriate to get folks to play the content.
Troubled to see it unbound.
Mixed reaction to seeing that you've maintained the color system, but not further segregated it into tiers, so that you can augment under-performing epic items beyond ones that are still top-tier, leaving those the same relative value.
Short term, a static 25 will likely work, but I'd suggest kicking around the notion of it adding levels to an item so more thought goes into tradeoffs, and future-proofs the system against more level-cap raises.
I don't know...I think EE versions should reflect the greater difficulty that is EE...EN/EH are SO, SO much easier that making their versions nearly identical to the EE version means the EE motivation is not really there.
Much greater challenge=much greater reward.
Or have 1 version and higher droprates on higher difficulties.
