Elven Arcane Fluidity Broken?

Ok correct me if I am wrong but according to the description it takes 5% off for the first half from 10%. I have armor that has 5% spell fail on it and I thought it would make it 0% spell fail do I need another level?

Note Arcane Fluidity I says -5% ASF from light armor only; if you're wearing med. armor w/5% ASF (e.g., breastplate w/Greater Twilight), you'll need AF II.
