Tested out the summer smoke proc rate today as soon as I got Primal Avatar up to the appropriate level. Wasn't a super exhaustive test of course, just a quick few rounds against the training dummy.

After 500 swings summer smoke procced exactly 8 times. That appears to be a proc rate of about 1.5 %, or a damage per swing of about 2.5.
