Any thought to adding partial deconstruction of items to remove either suffix or prefix while leaving the other? This could drop the min level accordingly and allow you to add a suffix/prefix to an existing weapon that is already partially useful.

i.e You pull an Everbright silver greatsword of greater evil outsider bane. Strip the Everbright while leaving the GEOB and add holy burst or prefix of your choice.
