Remove Renown Decay for the Canit server

For many reasons, I believe it will bring more benefits than harm to the game and to the server.

I guess I just don't see the server-doom that some do. Nor do I think the change to renown is any big deal what so ever - let alone something to freak out over it coming to Cannith or not.

If it would affect every server then whether or not it was a bad idea would be open to debate.

As is, it is a pointless idea, they would never remove renown decay for just one server.
