This can happen rarely when the server "hiccups". More seriously, its a possible hack. Change your password immediately, run anti-malware scans on your computer, etc. Also try logging onto a different character on your account (on the same server) to try and force a log-off of your other toon.

I had an issue this morning where the Client said it could not load the game world, then it opened to the Character selection screen (without closing itself first). When I tried to load a character, it would hang on the part where it places the character in the world. I closed the client and the system tray part and gave it about 10 min. It cleared up.
If it dosent clear up, you need to submit an account management ticket (and change your password).

If you (or someone else) are logged onto your account, and you log in again (from a different computer) it will kick the other person offline. I do it all the time when I'm dualboxing and decide to switch the toon I'm playing to the laptop.More seriously, its a possible hack
The answer is most likely one of the following
1) The character is bugged. Submit a ticket
2) You were playing and lost your connection and Turbine is waiting for a timeout. This timeout is socket based so it can take a long time for the socket to close. Support has already suggested that restarting your modem will force the socket to drop and the character will be available again.
Changing your password is always a good idea.
You're saying a hacker can apply some sort of a barrier to keep people from logging into the account without actually changing the password? I'm guessing if the were to be spending any actual time on the account a password change might be the first thing they do. If there is a way to apply a barrier, this might be useful for players looking to keep hackers out.
No. The most common cause I have seen for this error is a crash while on the toon. The toon then gets stuck in-world (or the log-in server at least thinks it is). This will prevent you from logging into that toon, though you may be able to log onto other toons in that same world. Sometimes that will also force the original toon to log off -- otherwise you can post a GM ticket to have the toon force-logged (assuming you get a GM that knows what they are doing of course).
Now, since the OP does not say they were on the toon, crashed, etc., that means most likely someone else was on the toon and crashed or encountered some other glitch that has the toon stuck. This points towards a hacked account, unless the OP has given their account info to a friend (also not mentioned).
So with the limited info given in the OP, I advise taking precautions against a hacker -- since the toon is stuck in-world, the hacker may not have access to it either, and changing the log-in info can prevent them from gaining access while the OP sorts the issue out. That again assumes there is not a key-logger on OP's comp -- hence the advice to run anti-malware.
