Graphics issue/upgrade question

I've always had trouble with certain graphics in DDO, enough to make educated guesses as to what the general issue is, but I'm looking for the specific issue and what to fix it with.

Here's what I'm running:
AMD PhenomII x6 1045T, 2.7 GHz
8 GB of Ram, 7.75 free
64 bit OS, running Win7
Moniter is a PnP Asus HD whatever

Graphics specs:
ATI Radeon 3000 Graphics
ATI Radeon HD 5450

What I'm having trouble with (not exclusive to DDO, I've run into this with other games as well) are specific effects that kill my FPS. Air Eles, weather effects (sleet storm, snow in Reavers, etc.), and the big killer: the nightmare effect at the end of Dreaming Dark. There's a few others, but from what I can tell it's a translucent effect thing- but not all translucent effects- Dancing ball is just fine. It's also worse depending on how much screen it takes up. So air eles 15 feet away are fine, but if I summon one on top of my toon, it slows things down.

So first, is there something I can do either with the in-game graphics options or in my system that can be adjusted/switched on or off to change this? I've turned down a lot of graphics (IIRC I switched back to DX10 in DDO settings) already, but I might have missed something.

Second- if it's not that, what could I upgrade to fix this?

When you get a chance post your “dxdiag” data (the steps how are in the “how to get help..” sticky linked in my sig) but also is there any change if you disable the three or four options under "Post Processing" in Options > ADV Graphics?

I recall it being worse with post-processing options on, but I've had them turned off for ages along with stencil shadows and a few other things.

From the chart on this page, both of your cards are low performing cards with the built-in almost at the bottom of the list.

I don't know the DXDiag output that well, but it's only listing the 3000, are you sure you're using the 5450? The AMD board in my current Dell wouldn't allow both the built-in and add-on cards to operate at the same time.
