Does Volume 1 become available only after you finish the Prologue? Or do you have to purchase Volume 1?

The Prologue is free to everyone. Volume 1 is free to VIP and Premium players. Volume 2 is only free to VIP.
The problem is never how to get new, innovative thoughts into your mind, but how to get old ones out. Every mind is a building filled with archaic furniture. Clean out a corner of your mind and creativity will instantly fill it.

I am a Premium player, but I don't seem to be able to call up Volume 1.

Which monsters do you have? It dosent really separate them by volume. Getting new volumes simply adds more monsters. It should tell you on the botton left which volume you have unlocked using icons that kinda look like cards (to me). Any that are locked will have the DDO Store coin on them.
The Prologue monsters are:
Rat
Sahuagin
Human
Skeleton
Spider
