Recently capped my main, from PL barbarian. Capped as a sorc now. I am forced to start from Fury of the Wild, and can not start at Draconic Incarnation. Stupidity at its best....

You'll want to level most of your destinies to level 5 anyhow to make use of the twists of fate. Twists really add a huge jump in power to be able to pull from different destinies. It would have happened anyway.
For full twists you'll need 8 Destinies at level 5 and the remaining 2 destines at level 4 and a Tome of Fate +2.

Wouldn't hurt to have an option to start over, from zero, just to avoid the lock.
After all, so many people did the same thing, takes a single click.

Should be whatever you have unlocked is available, and if you have 6+ lvls in a class on current life, that section is open as well...
So, if you have FotW 4, and LD 5; TR and do Paladin 14/Sorc 6 (for whatever reason) then the Divine section and Arcane section should be open to choose from as well as FotW and LD...
But, just my opinion...
