Missing Dodge %

Anyone have any idea why my naked level 23 Fighter has only 4% dodge showing on the character sheet, when he has both the Dodge and Mobility feats?

Yes I've tried equipping and un-equipping gear, logging out and back in again etc.

What happens is I have 4% dodge naked, but whichever dodge item I put on next gives +1 more dodge % than it should. But this can also depend on the order which dodge items are equipped, sometimes I end up 1% short.
