I'd recommend upgrading slightly some of the low level quest loot from the below quest chains.

The Catacombs
Sharn Syndicate
Shan to Kor
Tangleroot
Three Barrel Cove
Necropolis 1
Sorrowdusk
Delera's (not the Carnifex)


Easy suggestions on how to make some of the items better.

1) Higher +W damage
2) Add Cannith crafting onto them
