its not that difficult to get a frozen tunic. you run the house canith challenges.

if life gives you lemons, make lemonade.
if life gives you pickles, well you're screwed. because pickleade sucks.

I go with white dragonscale robes. Heavy fort, huge ac boosts, perma shield effect. and greater cold res which is always nice to have just incase. The icy tunic is cool but I prefer it on my sorc/monk/pallie caster melee build. I dont like to use gear where even one effect is not being taken advantage of. So unless I am casting cold magic I just see the icy tunic as wasteful. Not always the option as alot of house C gear has boosts to magic while being useful in other ways, perma blur bracers for example, or the cloak as not alot of great high lvl cloaks exist and that one does help with your burning hands ki technique as well as giving a fire shield proc.
best thing about robes is their quick change aspect so in the end you dont ahve to pick one above the rest, use them situationally as you need.
I really wept when they poo-pooed monk splashes and I as a result had to switch from my frozen tunic to light armor.. although I'm often tempted to give up the defensive goodies I get with light armor to just run around with the frozen tunic on my fighter/rogue/monk.
imo on a monk splash its still fantastic. carry a spider-spun, and frozen, and a hide and use them accordingly. if you not getting hit much because others have aggro then the frozen is still hard to beat. need saves/ac/stats? go spider. want ppr/ac? go hide. i find the frozen is even better when soloing if you can self heal well enough to dump ac at times. adding the frozen proc possibility on each hit on top of tactics and other cc guards can be crazy good solo cc.

From lvl8+ heavy fortification unitil you get it on something else and need the robe slot.
Deathblock robe of heavy fortification.
Everyone should have one to swap into if needed quickly.
Deathblock shields are even quicker to equip. Minos on head for heavy fort, but what if you need the head slot for something else.

You've got to be ******** me. Seriously? Spiderspun looks freaking awesome! Ninja outfit! I mean, come on, isn't that why you made a monk in the first place? To ninja suit up?
Props to the art department, best part of U14 hands down. Not one thing they released didn't look awesome.
Granted... not all of it made the most sense (I'm looking at you, garters on full plate, pauldrons on the WRONG SIDE of the armor, and bare midriffs on just about every single piece of female clothing). But it all looked awesome.
I wore Garments of Equilibrium until I got my Frozen Tunic, I'm not sure exactly when. I'm wearing Spiderspun now, and I love the look, very ninja, which is fitting. I also have the Sun Soul set, which is decent too, and has more of a humble champion-of-the-people look. Still keeping the Frozen handy of course.
