I tried renaming the user preferences, doing a repair and then restarting. Still no luck.

The computer is brand new today and a fresh download of DDO straight from Turbine.

Graphics card is a geforce 660M with 2GB.

I had already confirmed that I was not in any sort of compatibility mode.

The websetup did fix it though. A fresh run of dxdiag still shows the parameter setup not available, but on launch, ddo detected the dx11.

DDO needs the older direct x stuff too, go to microsoft and download direct x. If you have windows 10, you will have to download the standalone installer, as the web installer will tell you that you have the latest greatest dx12.
