Well, the ability to turn in the Commendations for SOMETHING useful is needed.
Once you've got the one or two items your character can use, the BTC Commendations just start stacking up as you farm XP. Many builds have no use for ANY of the items in Eveningstar, especially if they already had raid gear from before the Xpack.
Personally, my thought was for ~2-3 commendations for an Epic Token.

Teach a man to fish, and he'll leave to find somebody who'll just give him a fish.
Beat him unconscious with the fish, and it's comedy.
I think I recall someone saying that FR was going to be totally divorced from the whole epic tokens/slots system in Eberron. Which sucks, since most of the raid weapons can't break any DR.
They do need to have some use, though. And I do think that heroics are waaaaay too hard to come buy.

I think a better solution to the Heroic com problem is to make them drop with a 100% chance, but greatly increase the amount it takes to make something. For example:
ENormal Web: 1d1 HC
EHard Web: 1d2 HC
EElite Web: 2d2 HC
Make items require 15 Coms instead of 3 to unlock.
