So I understand that Heroic runs count as repeats when you do these on epic so I have managed to not run a single quest this life with an epic difficulty and that when you have enough xp for 25 repeats stop adding up. I am on life 6 and about to start in on blue bars so I have some catch up to play with epic destinies. If I can manage to run each epic quest three times to get the 3m xp I need for cap will my next run have the -10% from a fourth repeat? Is just running them twice enough to cap if three times would start giving -10%?

If you have a greater tome of learning and run most quests once on hard or elite you will get up to about level 16. Just make sure that you bank (or sandbag) after you get to about level 5-6 and run quests 2 levels below your current level. Once you get to level 17 or 18 you will need to start repeating quests although on 2nd life it won't be too much.
This is assuming you run (almost) every quest, not just half of them.

epic quests have their own "first time completion" for norm/hard/eite (and casual) which as with normal overwrites repetition penalites, so even if you have done a quest 10 times, you can still get FULL xp for first time completion on epic, 4 times.
