TP codes are legal because that's a product of Turbine. On the other hand if you start trading non-turbine affiliated things or trade anything with real money that will be illegal.

Just go to Marketplace threads of different servers and you will see lots of these things. None got deleted.

update: removed some things

and yes, what akash said, I am trading items for TPs which are both products of turbine with in game use, I am NOT trading items for real money or TPs for real money

this isn't openly supported probably because it involves a great deal of risk and there's no way they could give you your items or code back if you get burned

how do you trade astral shards? is there a way to do this directly? or is it done through the astral shard auction house by posting a junk item quickly for 660 astral shard buyout and doing a quick transaction?

Through the ASAH, actually the buyout would be 990 since there's a 30% cut on unbound items.
