The biggest gripe I have with the passive bard past life is that it's quite pointless for bards themselves (and resurrecting your bard twice feels wasted). +1 to cha skills seems reasonable but most bards have enough umd anyway, an added 20% extra song length /passive life to that would help and be pure convenience (or save a few ap), so wouldn't upset any power balance.

Multiple Bard past life feats can be useful for bard splashes, simply for the extra songs.
3x Passive Bard PL + Active Bard PL, opens some possibilities now with Fatesinger Twists on a non-bard.

The +1cha skills is quite attractive, its worky enough to justify a stacking +3umd from the Bard Past lifes. Leveling up a Bard 3 times is rather challenging and lengthy imo.
Right now you basically get zero benefit from 3 bard past lives.
