I've had a couple of goes now, and I can't seem to complete this quest - tried on Heroic Normal and Casual for speed once I'd bug reported the TBDs and so on. I can kill the end guy, there's no loose objectives, the quest didn't complete.
Bug reported also, but thought I'd post in case anyone has found a workaround. Would be nice to playtest the end of the chain as well.

Outbreak is busted for me - also respawning mobs are nasty when you have the dungeon scaled, and have pikers.

been testing a bit seems you need to make sure you are updated on the quest line from what I have seen so far, everytime i haven't been up to date on quest line it hasn't worked but if i am up dated on it works fine

Yea doing the chain in order and the quests complete. doing them out of order and it is a **** shoot on getting a completion. 6/6 completions by doing them in order 1/6 when trying to do them out of order.
