    Default Both

    They're one handed weapons,
IMO, you should wield one of each, in different hands.

I have one toon that dual wields the old version.

Not the point though. *hint, read the thread title*

Better suited to what? It's not clear what you are asking. Some general thoughts:

The new version is slightly better DPS if you have full sentinel dragonmarks assuming they the same [W]. The incite on the new version is a huge bonus for a tank, not so good for a rogue or other low-HP DPS type (though you probably wouldn't have dragonmarks on that kind of character). If you don't have any dragonmarks, the old version is slightly better again non-electric resistant mobs, but the new content is demon-heavy, so disintegration seems more useful. Overall, the new version is better in most cases.

If you have the dragonmarks, the new version.
If you specifically built for dragonmarks and this weapon (and are ok with slotting or scrolling DR breaking on it), you can also remove your improved crit feat, so the new weapon by a ton.

Whether you have dragonmarks or not, the new version is far superior to the old version, because disintegration is soooo much better than lightning strike.

LS is flashy, but garbage because of all the mobs in the game immune or highly resistant to electric...or healed by it...whereas disintegrate does nearly as much damage as lightning strike, has no saving throw, has no resistances to it, can hurt everything in the game.

Most of that is true. LS doesn't have a save, and they do the exact same amount of damage on average. Still leaves disintegration ahead though.

All lightning spells have saves too, but the proc doesn't.

newb question: is keen a generally good thing at lvl20+? is it likely that most people using this weapon actually won't have IC:slash? i see it can be used by non-proficient dragonmarked toons, so i get that there's situational application for dragonmarked feat-starved classes - but then how many feat-starved toons take dragonmarks?

i'm not trolling, i promise, these are genuine questions asked because i don't get why keen is much use on this sword... sorry!

As you said, feat starved classes are unlikely to take any dragonmarks...and by the same token are unlikely to take a feat such as IC that can be duplicated on gear like this.
Having dragonmarks makes this weapon better, yes, but it is still extremely useful to those w/o any dragonmarks at all...and with the upcoming feats / enhancements pass that is coming, the devs have said they're thinking of changing dragonmarks to work like the halfelf dils. Spend a single feat to get them, then upgrade them with AP
