Buff Kensai

Going to save the dramatic entrance.

My suggestion is to:

1, Move the KensaiIII +1 crit threat range to KensaiII
2, For KensaiIII add +10% double stike to signature weapon, that stacks with capstone.
3, KensaiIII: Improved Power Surge: Powersurge upgraded to 12STR for 60secs.

Too much. Kensai II and III are decent (at least relative to other melee class pres), Kensai I is lackluster. If they want to improve kensai viability it's better they do it by either buffing the required focus/specialization feats that are very weak, especially post to-hit changes; or just do away with those requirements entirely so the feats could be spent on far better choices.
