are a couple of alternative builds.
First off all Clerics with 17 levels should heal well with the right enhancements. As for Casting and Melee that is just how you want to mix it up.
Most Clerics use Divine Punishment for Bosses and Blade Barriers for mobs even if melee spec'd. Now it is just a mix of Melee and/or Casting (and/or crowd control). Some even add in some Dex and maybe a two weapon feat, but for 28 point and novice don't go there. That is way to advanced, so lets go melee 2 hander weapon or casting.
Great starting threads especially the wiki one, but outdated with enhancements and feats. I just have to tear this up, but it is some good information from Wiki.

99.99% of Clerics (that is 9999 out of 10,000 and maybe more) will tell you Radiant Servant 2 is a must have. Probably 5 clerics in the world with 17 levels don't have the Radiant Servant 2 Prestige Enhancement, lol.
Cleric Prayer of Incredible Life and Cleric Prayer of Life are critical healing. Tactically you can't rely on this to heal someone. Most toons with over 600 hitpoints have healing amp to help you heal them if they are smart. Critical healing is just over healing and a waste of enhancement points. Some don't even take Life of the Magic 4, but have gear to make up for this. My heal spell and mass heal over heals without this.

No Heighten!! I say Yes! and a great feat
Clerics do not have enough feats for everything they can do well. They must be selective and take the feats with the most bang for the buck.
Some of the things that suck are good on other caster builds, but due to the Clerics (Divine) need to do [all three] Healing, casting, melee to some degree leaves limited feats and enhancements. A cleric that does not use some or even slight melee resources is not build to full potential, be it strictly from gear resources or other resources that a cleric brings to the table. You do not have to take melee feats to melee. Their casting is not effect by wearing armor. Even Wizards and Sorcs have a few although fewer melee spells and melee resources.

Why the odd numbers? Ok but +2 tomes drop latter for free all the time and +1 tomes are cheap at auction house.
lvl ups are +5 and TOD rings are exceptional +1/+3 (TOD rings are added to other common stat gear). Lvl up WIS or STR, but not both.
With human adapt and greater human adapt u can even it out later. But plan it out with character planner if you decide to splash FTR for STR. Wisdom has +3 from enhancements and +1 from human adapt evens out. Most do human adapt in either WIS or STR with CON.

My 32 point is Str 16, Dex 8, Con 14, Int 8, Wis 16, Cha 14 with 2 FTR lvls and lvl ups in WIS. I like it as a balanced generalist with FTR feats for melee improved critical slash and power attack yet high enough wisdom for casting and DCs.
Even got one of these Half-Orc WIZ1/CLR17/FTR2 builds. Lots of fun. And got party invites with a deceiving Wiz splash at lvl2 during lvls 1-18. They thought it was for Force Manipulation 1 to Blade Barrier, but it is also for Melee Proficiency. He is a strong melee build with 3 extra feats...
Str 20, Dex 8, Con 14, Int 8, Wis 14, Cha 10 - STR based (Good for more melee.) I built a Half-Orc (more STR and 2 handed enhancments) with 3 splash lvls. Wizard at low lvl and casting Master's Touch so other players don't think I am a melee build lol. And 2 FTR lvls for more feats and STR. +3 STR from enhancements and +20% to Blade barrier to offset low Wisdom. Lots of stuff for 2 hander enhancments and power attack. Nice build in 6 man groups and a good 3rd healer in raids.

FEATS:
Mental Toughness - take Toughness. Everyone takes Toughness (for hitpoints) early now to live!
Empower Healing Spell
Improved Mental Toughness - do not take. Take maximize to buff your healing bursts for free and spells later at mid to high lvl.
Empower Spell
Extend Spell (trade this out after lvls 6-9. Abv. lvl 9 a waste) Swap out for Quicken.
Improved Critical:Bludgeoning - This sucks. Take Slashing. It is the best for scims Falchions and the SOS sword. Even with the -4 hit is better damage. You can get weapon proficiency in slashing weapons through race... Elves rapiers and WF greatsword or
Take heighten instead.
If u are going to use 2 handed weapons then take power attack early (you can keep power attack or trade it out at high lvl for offensive casting feat. All my Clerics proficiency or no proficiency take 2 handed Falchions that are +++ keen +++ at low lvls with power attack. The melee damage is so nice to get you from lvls 1-8.
Again no smiting lines or critical smiting??! Divine Punishment is the best boss killing spell DOT (damage over time) in the game. No save. No spell resistance. No elemental DR unless they are good monsters? Buff it with enhancements and gear too. Radiance and Brilliance.
Blade Barrier no spell resistance. Buff with Impulse.
Devotion for heals.
Divine Power items are really catching on. I have been a big promoter of this for trash mobs. Why waste spell points on the divine power spell for trash mobs?
Build the way that is fun for you, but it is hard to gimp a Cleric's healing unless you take less than 17 levels of Cleric. And good luck getting invites with less than 17 levels of Cleric cause it will be tough. High level healing is using Heal spell with Mass Heal spell and heal scrolls (scrolls mainly for raids). Without 17 levels and Mass Heal spell they will not want you.
Low level healing is mainly stacking cure spells with metas off. Mid lvl is stacking cure spells with empower healing meta on all the time.

Make sure you qualify for radiant servant as early as possible.
Feats to take include toughness, empower healing, maximize spell, heighten spell, extend spell, and quicken spell.
Your human stat enhancements are constitution and wisdom. Other than this, make sure you can get radiant servant and that you keep your heals maximized.
You want devotion and healing lore items to buff your healing. At low levels, you can melee pretty effectively. As you transition into mid/high levels, your melee attacks are better used focusing on things like curse-spewing (my favorite), paralyzing, etc. Wear heavy armor and use a shield so you can stand in melee with your radiant aura ticking away, and focus on using your spells to prevent damage rather than healing it.
