Update to a previously posted build

Ok, so here is my post update 14 end build max CHA Crowd Control Bard Build. My main goal is to raise my spell pen/enchant dcs as high as I can (except for 3 fvs soul lifes... just cant bring myself to get 13 mil xp for +3 spell pen...), then as a back up to that I would like to use scrolls or Epic Elyd Edge for some mediocre dps, and healing/buffing. I have 2 bard pastlifes, and am finishing my 3rd wizard if that helps.

I am looking for advice as this will be my first spell singer (Virt junky, attempting to test the waters).

1. Please advise on gear (especially new gear as I have run zero of the new content) that will help with raising my dcs or spell pen.

2. Any advise on the new epic lvls/feats/destinies also wanted.

3. Also feel free to pick the build apart all together. First time attempting to do any kind of dps/cc/anything other than buff with scrolls so advice there is welcomed too. Thanks in advance!

You don't see the need for quicken?

I would have thought if your priimary focus is CC you'd want to get it goin as quick as possible.

So swap toughness for quicken.

You're using an eElyd, so change str to con (18) giving you most of those hps back.

Pick up music of the makers and music of the dead,c onsidering all this guy can do is CC, make sure he can CC everything he can.

I realized I had passed on quicken but I simply overlooked the additional "musics" as I typed this way too late. Thanks for your suggestions as they will be changed at my next opportunity.
