You shouldn't expect to see a specific seal in a tiny amount of chest openings like that. And you shouldn't expect to see ANY on hard until they fix it.
5% of getting a random seal drop, followed by a 6-7% of getting the seal you were looking for. That puts you in the realm of 1 specific seal for every 300 chest openings.

Anyone can confirm if the drop rate has improved on U16 or if they have fixed the eH or eE drop rate? I saw a seal and scroll of Doublecross Bow dropping on Normal on 6 runs 2 days ago.
So far i been runing over 30 times the eN for seals but i havent seen Seal of templar retribution nor Bulkward either.
Just pulled a Seal from the locked fire-door chest in Servants on Epic Normal, 2-man. OP suggests it should only be shards, not sure if they changed it to shards or if seals drop there too. Whatever it is, it's a low droprate imo, I was ready to believe NOTHING dropped in that chest after ransacking it repeatedly with 2-4 people on various difficulties.
I've opened about 2500 seal dropping chests without seeing bow of the silver flame seal. Does this one exist? About 600 runs of lod/servant

In October it was still dropping named items on EH/EE, didn't continue running past the 3 runs it took to pull those to see if it was also dropping seals as it seemed unlikely at the time.
Been pulling seals and no named items on EN since then.
edit: And it's not a .5% drop rate on EN. It feels more like 5%.

For what it's worth, I've been tracking my runs of LOD recently while I seek out a darkstorm helm seal and shard.
Here is a summary of my results:
1) Epic Normal.
- Ran 15 times between 9th Jan and 19th Jan.
- Average group size was 5.6 players (I usually tried to wait for full parties to maximise our chances of pulling seals).
- Average chests opened was 3.9 (the maximum possible is 5 chests, including Bastion's chest and the purify altars optional chest, but Bastion doesn't come up very often and a couple of times we didn't have a divine in party).
- Total number of chests openings was 330 over the 19 runs.
- 11 seals dropped over the 15 runs and 330 chest openings. This is a drop rate of 3.33% per chest opening assuming I should be counting the end chest (but pretty sure none of the seals dropped there).
- Seal drops where I noted the names: Golden Guile, Silver Flame Bow, Templar's Bastion, Luminous Truth, Darkstorm Helm.
- 2 shards dropped (Envenomed Blade and one other) from the 84 openings of the end chest. Implies a shard drop rate of 2.4% from the end chest.
After the Darkstorm seal dropped, I stopped running on EN and started running on EE.
Before I report EE results, I did three EH runs as well - 9th Jan, 23rd Jan and 30th Jan.
- 6 players on all three runs. 84 openings in total of which 18 were end chest openings. No seals dropped. 1 shard (Templars Bastion) dropped (in end chest). This implies 5.56% drop rate for shards from the end chest, however sample is a bit small to be definitive.
EE results:
- 7 runs between 21st Jan and 29th Jan.
- Average group size was 5.7 players.
- Average chests opened was 3.85. I deliberately skip the purify optional when running EE because I know (believe) that chest won't drop seals or shards on EE or EH.
- Total chests opened was 156, however only 40 end chests (7 runs * 5.7 average group size).
- 5 shards dropped in end chest. No seals dropped. Implied drop rate for shards of 12.5% per opening of the end chest.
- Shards that dropped: Templar's Justice, Doublecross Bow, Flameward x2, Envenomed Blade.
Still no darkstorm helm shard, so I am still on the hunt and will continue to track drop rates, just for the hell of it.
The results above reinforce Shade's (and others) conclusions: Seals only drop on EN (broken). Shards drop properly on all three difficulties and in increasing order of likelihood as difficulty increases (as it should be).

I've finally got a character at 25 and want to start seriously farming for envenomed blade and double crossbow seals but epic normal feels like beating up on "special needs" monsters...
I haven't farmed it but I would assume no unless someone posts otherwise. 17.1 had almost no bugfixes, much less something like this that hasn't even been acknowledged as a bug.
While I'm not specifically against low drop rates, it would be nice if these things would be sellable on AH, since they seem so rare. Is this gear going to be outdone by xpack stuff that didn't need 3-6 months of farming?
