Spell Power Affecting Which? Wands/Scrolls

I've seen tidbits mentioned that Spell Power and or MetaMagics are working with some Scrolls and Wands.

Does anyone know exactly precisely WHICH scrolls/wands are affected?

I know Maximise did nothing whatsoever to increase the damage of an ice storm scroll.

Madstone Boots have become and important item for self healing, I equip them for the +72 universal spell power when I use my Cure Moderate Wounds Wands (guild bought, if it matters) and hit 100/pop with some healing amp, really nice self healing.
