A minor problem with Undying Vanguard

What a lovely sounding skill for the top tier of Unyielding Sentinel..

However..

Get 500 stacks of "Unyielding Resolve", okay, that takes a few mins to do..
Try to activate Undying Vanguard
"Failed Action, you must rest before using this action again".. Erm, really?

If I rest, I lose the stack..

Is it just me doing something dumb? or is this just not doing quite what it should?

It happens to me, too Hope is a bug..

Yeah, I tested this out earlier in Devil Assault (soloed on elite for fun and to make sure I get the 500 stacks)... Hit 500 stacks and tried to activate it with no luck.

Got a different error, though: "You have insufficient charges to perform this action"......... WITH 500 stacks. So... even if you manage to get your 500 stacks, it's not enough to activate the ability?

Got the same issue, reset destiny to sentinal, placed fresh Icon on hotbar, relogged and aquired 500 stacks and got same message.

made it to the "known Issues list" which is where they usually put things they have no idea how to fix , so you'll stop making bug reports and they can eventually forget about it
