Default Common Language Runtime Debuggin Services

So, Recently I've been having issues with my laptop. I've found myself in that world of hurt scenario with the infamous .Net 4.0 Framework problem, and it's one that I've not truthfully been able to resolve myself and I've been trying to not take my laptop in. However, humorously a Free game I downloaded off of steam seemed to somehow add it on just fine, out of mere coincidence. That's just a little story, I don't know if that as a malfunctioning part of my computer might be of some issue or not. But usually it's a good idea to provide some sort of information.

I only add that, because around that time my DDO client stopped working properly. I've downloaded the program twice from ddo.com, and have tried to reinstall it a few times now. I keep getting a load up error that I can't seem to find a solution too anywhere. So I'm sure this issue may be of something a little more simple, or complicated than what I'm seeing.

    --------------------------------------------------------------------
TurbineInvoker.exe - Common Language Runtime Debugging Services.
Application has generated an exception that could not be handled.

    Process id=0x1964 (6500), Thread id=0x14b0 (5296).

Click OK to terminate the application.
Click CANCEL to debug the application.

I have tried clicking the Debug just to humor myself, but it doesn't seem to do anything.
