Level 21+ Collars?

I just managed to get my Artificer up to level 21. Previously I had found a lootgen set of handwraps with ML 21 and turned them into a collar for my iron dog. But it seems the game won't let me equip it on him. Is this WAI, where pets can only wear up to level 20 gear regardless of the level of their owner? Or is this a bug? The defender character sheet doesn't technically list a level, I think, so it's hard to say which way it's supposed to work.

The artificer's iron defender now gains epic levels.


So Dog has hit the level 20 glass ceiling currently, but should be bucking for that promotion in Update 14, Patch 1.
