You probably need to repair your DX install. I am on my phone or i would give you a link. You should find a post on the forums if you do a search for 'repair dx'
The problem is never how to get new, innovative thoughts into your mind, but how to get old ones out. Every mind is a building filled with archaic furniture. Clean out a corner of your mind and creativity will instantly fill it.

Download and install the DirectX June 2010 Redistribution Package. You will then have access to the DirectX 11 features.

If the above post doesn't fix your problem, I'll take a shot in the dark here.

Did you install the low-res version of the game? There's two versions: the low-res and the high-res installs. There's also an option that you need to make sure is 'checked' in the install process. It asks if you want to install high-res textures.

I'm not really sure how all of that works. I've only ever installed the high-res version, so I'm not entirely sure if DX10-11 would be disabled in the low-res version, but logically I would have to assume so.

In the past it was disabled.

After reading through it, it would appear that you're running DX11. This is pretty standard for new computers. You've got both the 32 and 64 bit DLLs for your ATI/AMD graphics card. This is great for compatibility.

When installing the drivers for graphics cards, manufacturers usually add the latest version of directx for compatibility.

My only concern is that your graphics card data lists "Shared Memory", indicating that you have your graphics card integrated into the motherboard. With your 16 GB of RAM, you're not gonna run into the memory constraints that this normally makes. At least, not while Microsoft keeps posting updates for Windows 7. Later this year, they'll stop posting updates for XP.

I don't believe it is anything to worry about for now, but it is simply harder to upgrade away from something that is part of the system board.

I'm guessing this is a smaller computer shop's work, instead of name brand material. Maybe it's a well-customized Dell or something like that? That's too much processor and ram for most of them to give ya! And high end manufacturers like Alienware generally stay away from Integrated Graphics cards. But separate graphics cards near that same performance can run in the hundreds of dollars.

That's a smart build - I don't like Integrated Graphics, but that is a darn smart way to use it.

Just a clarification currently DX10/11 should be available regardless of the installed version since the only difference between the two is the size of the games texture files, I don't think it was ever locked out as an option for standard res installs but I can't swear to that being a possibility just that currently the hires or standard res texture versions of the install should be able to run dx10/11 mode as long as the other criteria for dx10/11 are met (o.s./card and dx version). The HD recommended specs oulined here detail what's recommended for running with the ultra high settings and texture details but the 'standard' res textures should be able to have dx10/11 features applied to them though as well.

@Djeserit: If the dx redistrubtable that was posted earlier has no effect also make sure you try the update via the web installer here, on occasion the dx files that 'tell' games that those features are supported aren't loaded initially. I'd lastly recommend this article here as well (specifically the section about 'cannot enable').
