Sure, (almost) all builds are possible w/28 pts. Maybe not advisable, but possible. Apart from monk, do you have access to any other P2P classes (i.e., artificer)? Did you want to go STR- or WIS-based? You say "numerous" tomes, but which ones (+1/2/3/4)?

I only have access to monk and fvs. I don't mind on going STR or WIS base for this archer and anything easy would great. And I can get +2 tomes for any stats or +1s

So you can do the 11 ranger 6 monk build and drop dex or you can drop str and go 12 monk 6 ranger 2 fighter (8/17/14/8/16/8) You would want a +2 dex and con tome for the 12 monk build. I would look at some of waxs builds the 11 ranger will definitly be easier stat wise which is good for a 28 point build.

One drawback to going WIS-based w/low DEX is the Combat Archery epic feat requires base DEX 21. But if you put more pts into DEX than WIS, I'm not sure if the +1[W] bonus from Combat Archery makes up for the lower proc chance on 10K Stars from lower WIS.

FWIW, here's how my elven monkcher (currently lvl 11) is planned out. She's 32 pts, but she can be downgraded to 28 pts by dropping STR to 14. I had to fake out the builder a bit, because it hasn't yet been updated to show rgrs get Prec Shot free at lvl 4.

My plan was to take Combat Archery & Improved Martial Arts as her epic feats. The idea is to use Earth III stance for the +1 crit multiplier most of the time, although I may wish to switch to Ocean for the higher procs w/10K Stars. I'd really like to have Touch of Death as well, but it's pretty expensive AP-wise and something had to give. I'll probably play around w/the enhs until I figure out what I like best.

I've also considered Power Atk + Imp Sunder instead of Precision + IC:Blunt. Again, on the fence on which is more useful. Precision applies to ranged atks as well as melee and the -25% fortification definitely helps at times. But I suspect PA is better for low-AC low-fort mobs and having a stacking Fortitude debuff like Imp Sunder mixes well with Stunning Fist. So many options, not enough feats...

I wouldn't take the fighter levels till 19-20 personally. you have a couple choices in the order you take your feats
2 monk 11 ranger 4 monk 2 fighter is probably the best its going to get you your ranged feats and melee feats as soon as possible and you can pretty much level up the whole way with handwraps if you decided the bow is to gimp early on (it does a lot more damage with gear at level 20). You could also go 2 ranger 6 monk 9 ranger 2 fighter for more focus on monk for leveling but you are putting of twf a good bit. The other option is 6 ranger 6 monk 5 ranger 2 fighter so you can have constant up time of 10k shot and many shot while leveling.

For feats i would do some thing like this. (cleave great cleave if you want to put all level ups into str with a starting str of 15 to get overwhelming critical as an epic feat probably better off not doing this honestly)

    1 point blank
    3 weapon focus ranged
    6 mental toughness
    9 precision
    12 improved critical ranged
    15 toughness
    18 improved critical blugeoning

    1 stunning fist
    2 zen archery
    6 dodge

1 cleave (thougness, skill focus umd, quickdraw)
2 great cleave (thougness, skill focus umd, quickdraw)

Thanks for the template and I will try and play around with AP on the toon that I probably create using this template.^^ But Might consider to Start as 4/2/1 Split of Ranger/Monk/Fighter and get AA at level 8 by swapping out a feat for Mental toughness.

Great set out of the feats, but I might consider on taking quick draw and a 2nd toughness for faster re-gen of the skill boosts and more hp but could consider cleave and great cleave for meleeing.

I have all the AA pre-req feats by lvl 6, so I'm not sure what you're talking about... Furthermore, I get Manyshot at lvl 8, so it's just the right timing.

Also, if I planned around a +4 DEX tome, I wouldn't need to put those two lvl-ups into DEX. But I'm not usually that optimistic; and I haven't used my free LR yet, so I can always do so and tweak my build if & when I do pull a +4.
