Maybe your not high enough level. Can't take first tier and second tier of the same stats.
edit-Human can't raise their own point- ie. Tier I str, can't take Tier II str.Last edited by EpiKagEMO; 07-07-2012 at 11:39 PM.

Bard Charisma I requires you to be level to and have used 2 action points
