If I equip a weapon that I am not proficient with and cast masters touch, and the weapon is above ML20 (ML21/22/23/24) the spell has no effect.

I have tried this on weapons below 20ML, and it's fine, but yea, anything over ML20 and it just won't work.

Is anyone else having this problem ?
