Default Epic Toughness and CON requirement

Does any con taken via class/racial enhancements or via epic destinies count towards the requirement of 21 constitution?

Stat points distrubuted at level 1
    + inherent bonus
+ racial bonus (basic, not AP)
    + level ups

Thats what counts for pre req. for all feats requiring stats.

Basically, just get naked and reset you AP, that will be your stats for feats :P

So the only ones that can get this without going to extraordinary lengths would be 32+ point; barbarians, thf fighters and arcane casters with a +3 tome in many cases.

Well, dwarves can do it easily, with +1 or +2 tome.

The silly thing is that the inherent MAD of a lot of the melee classes locks this out for them (Monk/Pally/Ranger/Rogue/etc) without gimping their other stats. My 18-con arcane? Can take it right off the bat with his +3 tome. It's easier to take for tanking arcanes than for anyone else (save maybe a THF fighter/barb)

I'm not 100% sure , but I think Completionist and the Epic Stat feats might count to stat pre-reqs as well

16 base con +4 tome +1 con on lvl up all qualify. Is it easy? Only if you have a +4 con tome already.

A 16 base Con is not unheard of for Rogues let alone other classes. I only have a 1 rogue @14 base con once he gets to 36pt build he will be 16 base con. Its an Epic feat it should not be cheese.

    Level ups into con? Really?

Not sure about completionist but Great [stat] usually count towards the requirement for feats.

Of course, Turbine might have chosen to not make it so.

Pretty sure neither of those will.

It's always been restricted to stat boosts that can't be removed except via a resurrection item and permanent tome effects.

You put too much value on one or two level up points if you feel they are absolutely an integral part of your build. You lose 1 bracket. Worst case is you're losing 1 DC on a caster (probably not necessary as many can start with 18 CON regardless so a +3 tome and they've got the epic toughness feat). -1 or 2 points of strength is a miniscule loss of DPS. It all depends on how important epic toughness is for you. I think it's a worthy goal for some who may have borderline HP for front line melee like a rogue or a bard. The bigger question isn't if you can get to 21 CON but if you can afford the feat when there are plenty of other good options.

Well, with feat swaps and AP resets, its obvious that they must do so.
I mean, if stats from feats would quality you for feats, then they'd have to add extra lines of code to do something with people taking stat boosting feat, then feat they wanted, then swapping out stat booster.
