Dragontouched leather armor need higher Dex Bonus

Hi. I think there is an error in the Dragontouched Leather armor. It has base AC 7 like a Spiritcraft leather, but only max Dex 11 like a chainmail - this means it is 3 AC points worse than a normal Spiritcrafted leather, where it in fact should be better, right? It needs at least Max Dex 14, or maybe 1 or 2 points more, to make it the same power level as it were before. Unless it is a decision to nerf Dragontouched armor below standard armor, in that case I'd like to know why?
