there doesn't appear to be an outright better replacement for the cloak slot yet: http://ddowiki.com/page/Update_14_named_items
however there are better items for +8con, of course the cloak also offers the abishai set bonuses and the epic slot, so these need to be weighed as well.

Average price is 1.2 mil plat. You can buy it even for 4 lds(1 mil plat) with some luck. It is still nice for sorcs.

I imagine it is still valuable, but I think its price will drop some, I'm already trying to figure out how to replace mine on my acrobat, and I wouldn't be looking for it on most others that don't have it unless it just turned up conveniently.
