Druid pet armor?

I have been searching off and on for several weeks trying to find information and am coming up empty handed.
Why wont my wolf pet collar do anything?
I have tried multiple collars, level one collars,re-summoning,searching and searching for information,making a collar from hand wraps,zero buffs,putting in a ruby of lesser shock in a collar with a red augment slot,taking off the the armor only leaving the collar,nothing works, the collar does nothing...why??
I have gone from level 1 to level 26 with no collar ever working, I have re-incarnated since and am level 14 with still zero effect from any collar I put on the wolf,
the ONLY thing I can think of is you can't multi-class? I have 2 levels of rogue, does that negate the wolf collar attributes?
for the love of canned spam can anyone reliably answer this?
