Not exactly. The blue/white/black drop rate is up, not reds.

However, with the game changes that have been made, and the new Epic Red armor and the new random L21+ loot, Red Scale just won't be in demand as much anymore because it is no longer among the best gear in the game for that slot and you can get other equal or better stuff as easy if not easier.
