Shapshap, League of Extraordinary Ham, Sarlona and a bunch of alts that all have names begining with Sha or Sho. Of course Shapshap could be the alt and one of the others the main, it just depends on what day it is.
As I stated elsewhere, experienced DMs already knew how broke D20 AC was at the upper levels. The difference between here and table top is the fact that living DMs could fudge things on the fly to keep it fun, and to let non combat optimal builds still have a blast.
So, by your own logic, Yes, they did go forward with something that wouldn't work and are now trying to fix it.
And I guarantee you that WotC will be watching to see how this plays out.

1. They've already put in tons of work. It's a done deal at this point, in all but live application.
2. I've played the new combat system changes, and they aren't horrible. Are they perfect? Heck no. Could they use some tweaking? sure. But IMO, this new combat system allows more flexibility for builds, encounters, items, etc..
3. Really, the combat change is one of the LEAST poor ideas they've put into the expansion, IMO. There are other more important topics to many players I would rather they paid attention to first.
4. /Signing it will not make any difference. It's what we have, now let's learn to adapt and overcome. Heck, it might even be BETTER in some cases.

I want to give it a try. If it does not work, they will tweak it until it does. I generally have faith in Turbine to do a good job with their updates. They are doing something about the fact that AC becomes meaningless at high levels, which has been a complaint about the game from a good many players for a long time. Good on them. Even if it ends up being a small step in the right direction, it is still a step in the right direction.
The cure is definitely worse than the disease, but it is too late to do anything about it for the release.

The old broken system DID need to be tweaked
This new broken system has so many exploitable flaws and holes in it, they cannot possibly keep it as is.
A slightly less broken system will be worked on to replace this pile of dog doo
but im a dreamer (and a DM with 20+ years experience)
reason the old system broke was too many stacking modifiers, re-balancing them would cause as much outcry (but would be fair)
there are tons of less broken models to choose from to "combat" the combat problem but nowhere near enough time to implement it.
The turbine Dev that came up with this proposed system should get the sack, or at least a lump of coal for xmas.
But hey, DDO has a free-to-play system, abuse that until its fixed, just don't pay em till they fix it properly.

That's pretty much how I feel about it, though not to the same degree; we'll see a lot of tweaks with each patch and a major revision as part of the enhancements update.
At this point, though, I can't see making changes before launch ... far too little time.
