Couldn't open the chest was going to be my original post.
But on a hunch, i hit it with a DELAYED BLAST FIREBALL, then was able to open it.
Does that make any sense?

dunno.... i click on it, tried to open... nothing... not locked, just no effect.
so i damaged it , then tried to open, and it worked....
in this case, the chest did look like it was covered in web, which is why i tried fire on it.
but other similar chests , there was no need to "attack" 1st.
