Went in to this raid to check out the impact of the three different epic settings in a scaling-free environment. As the pre-U14 Epic raid with the loot that will have the most lasting impact, it promises to still be run a bit into the future.
On Live, Epic Lailat (or even non-Epic) is absolutely a melee monster - only quite durable characters can stand toe-to-toe with her, and her spells are mostly a joke (except Telekinesis and Cometfall, but even they aren't nearly the threat her melee attacks are). But on Epic Normal, she feels like a caster mob, as do her Efreeti. She still throws 300 damage Cometfalls and dangerous Burning Bloods, yet her melee attacks tickle rather than really hurting. Her Efreeti throw 200+ damage DBFs.
I was soloing and there was a lot of lag so I didn't get her down, but the raid felt comparable in overall difficulty to Heroic Elite. Lailat hits for a lot less damage in melee (even compared to Heroic Elite) but she is much more durable, and her spells are basically at full power. And the trash also have had their melee attacks seriously toned down but still have full-strength spells.
I then went back in to look at Epic Elite, and it lives up to its name. I didn't get past the second lot of efreeti solo - the Efreeti were CR45 monsters that hit for ~145 through 25 PRR, and the Mephits were CR 48 with huge hitpoints (and their fire breath hurt even with a fire absorb item on). The Magic Missiles the Efreeti throw hit for ~190 total (5 packets of ~38 damage). Of course in reality you'd have a full raid for this and so you'd cut through them fine, but I didn't get to see Lailat on this setting.
Finally stepped back on Epic Hard, and got back to Lailat. She basically feels the same as live, except that she hits for a lot less in melee. Her CR is also massively lower - 33 on Epic Hard compared to 44 on Live, which makes me think her To-Hit will be low enough to AC tank her easily. My FvS had no issue surviving toe-to-toe. What killed me was the combination of her attacks and the efreeti, who throw a fair number of DBFs that really hurt.
Final change of note: Getting Telekinesised over the side is no longer game over for your character in the raid. The Heroic-only portal back up now exists on Epic Normal and Epic Hard as well (I could not check Epic Elite).
