Default TWF Cleave won't proc any offhand attacks, devs, is this feat working as intended?

I noticed that a few of the new destiny skills such as Momentum swing can be benefited from cleave, and nice feats such as Overwhelming Critical require Cleave and Great Cleave as a prerequisite, which means a lot of TWF toons will end up picking Cleave and great Cleave, barbs will also have Supreme Cleave.

In live, Cleave and Supreme Cleave do not have any chance to proc the offhand attack, not even the base 20% chance of twf offhand attack with no feats. With all 3 TWF feats you don't gain 80% chance to cleave with both weapons, you only get one attack, ever, yet THF still gets its normal 1.5 str and 2x power attack bonuses when cleaving, making THF cleaving with no feats vastly superior than a TWF cleaving that invested in 3 TWF feats. A skill that most people will use being a lot more powerful for THF style than TWF is especially bad for a MMO game where balance matters so much.

I also would like to mention that when a TWF character is using a cleave attack, it shows that he is clearly attacking with both weapons, so this leads most people to assume that its a placeholder until they work on it in the future, poor implementation, it would take some time to implement offhand chance when cleaving so they took the quicker way out or that its just bugged.

So I have a question to the devs: Will cleaving for TWF be addressed in the nearby future or is the skill working as you guys intended? Thanks in advanced for the answer.

Here's some old threads with petition of changing Cleave so that offhand can proc and a head start on lots of /signs:

so far as i am aware (unless it has been changed), it doesn't proc glancing blows either (which normally hit your main target as well as AOE).

it's a trade-off. more AOE damage, but less single target damage. it isn't a feat to increase TWF damage, nor is it a feat to increase THF damage (except inasmuch as it can clear cooldowns or qualify you for other feats). it is simply a feat that is designed to let you make AOE attacks, at the expense of your melee damage.

Well with Barbarians you can use Cleave, Great and Supreme cleave to increase their dps by using it instead of their third attack, not sure how well it works now with the cooldown to Supreme cleave but now cleave does have higher damage so with all the cleave feats(needed for Overwhelming Critical) may or may not end up actually increasing their dps even more if you cycle em trough attack chain.

And while its true that THF does not get glancing blow, the thing is though, THF still get most of the styles main strength of THF applied to them, which is the increased PA and 1.5 str bonus, while TWF's only strength of more attacks, don't get factored in at all. There's a few ways dev can implement it, if they are too scared of balance then having it start at 0 offhand chance and adding the feats work from there will still leave it at 60% with all feats(80-100% for Tempests would be nice though), at 60 its still behind THF with no feats so THF can still claim to be better than TWF in all multiple monster situations.
