why it doesnt bypass some fortification? +5-10% to hit and bypassing 10% fortification with some penalty added... maybe -2 to saves or better - AC instead of dumb 3x cooldown time?
that would replace power attack on some builds for sure

Precision on live grants +4 to-hit, bypasses 25% Fort and cuts your damage in half.
Lamannia description: +5% to hit and triple spell cooldowns.
Losing the damage penalty helps the feat a little bit. I'd like to see it retain some fort bypass because this feat still looks like a waste.
