This is a pretty universal issue from what I can tell.
In my case, I use the DDO Classic default of Right mouse button for attack (mapped to my gamepad). If the cursor is over any UI, including the invisible area that holds the rolled dice display, inventory, hotbars, the map, loot windows, trade windows, anything, you cannot attack normally.
Mind you, if you're holding down attack, and move the cursor over the UI, you can continue to attack if you don't let go of the button (I do this sometimes when I need to see a tooltip during a fight, or check my current buffs), but if you let go, or press anything in the UI, you stop attacking).

You know, ever since I began playing, I've had the occasional glitch where when I moved something or did something, it would change my standard attack button (spacebar) to the default action for that key (jump). So, instead of attacking, I stand there jumping like a moron until I move the mouse or change the angle or use a power or something and then it is fixed. I never put it together with hovering over the UI, but I bet that's totally what causes it. Thanks, all.

Recently got a new 'puter where I used to have mouse trails showing allowing me to find the @!*$# cursor when in combat, but new computer can't seem to handle it as well, quickly failed... back to old cursor and cursing.
Now, really looking forward to U15 just from that (if it makes it in, disclaimer noted)

Question for all of you reading this thread and affected by this bug:
Is the real annoyance here the standard attack (key)?
Reason I ask is that Phax showed me the issue today. There is a series of key bindings that are 'unregistered' when the mouse is moved over a UI element so that they can be dedicated to the UI element (looks like the reasoning behind that is because these key bindings are usually assigned to 'left click' which is then needed to interact with the UI).
Most other key bindings persist when the mouse is over a UI element so it's not a problem.
This isn't easy to fix, so Phax has come up with a workaround. He's adding a new 'attack' keybinding that will always persist. This new keybinding wouldn't be bound to anything by default and all you'd have to do is bind it to whatever key you want and it will always be available.
Question is: will this suffice? Anyone know of a situation that wouldn't be solved by this?
So are you saying that there will have to be another button/key mapped to Attack and whatever else is affected because Left Mouse will always be dedicated to the UI? Can't we do that already?
EDIT: This problem hasn't affected me since I changed to Mouselook to aleviate the issue, but IIRC it would affect any key/button mapped to attack. I use a game controller and it would do it to that to until I moved the cursor to a neutral space.

Well if this new keybinding lets me attack when my cursor floats over a part of the UI, then I'd be happy. There have been times my toon has just been standing around like a dork for minutes at a time because I didn't have a clear view of him through a pile of effects and assumed that me holding the button was making him swing (silly assumption, right?) I can just reassign this new button to the one I'm currently using for attack and essentially nothing will have changed on my end? I guess that's basically what I'm asking as it seems any actual changes are "behind the scenes"

For me it has always been the text in the middle of the screen that blocks me from selecting enemies with my mouse. It has forced me to become quite proficient with the tab key to select my target. The other bits of interface weirdness mentioned in this thread rarely affects me these days as I just hold my right mouse button down and use keyboard shortcuts for the rest.
An option to turn off (or at least move it to the side) ALL center UI text would be awesome!
