I'm hoping for a dev response on the npc healing amp in there. It seems very arbitrary to give them such a penalty. Why not just make them unhealable? Is it so only hard hitting healers can keep them up? My monk using the AoE lay on hands ability was hitting myself and players for 200+ per heal, but only 20ish on the NPC's making it pointless to attempt to top them off with that ability. A full divine tossing a number of full heals on the NPC's would be effective though. Is this by design?
