From clr to fvs with wiz PL using stone

Greetings

I am considering using two lesser hearts (and a week) to change my cleric into a wiz and then TR into a FVS. I never figured I would have the time to TR but the stone makes is appealing.

I am looking for suggestions on how to build a 34 pt +3 tome all stats FVS caster with a Wiz PL.

Also, I am currently getting great value in terms of free healing from RS and I am wondering what FVS do instead. Do they use heal scrolls out of combat as well, use the extra SP on healing or how do they handle out of combat healing?
