What is considered the DC to have at level 17?
currently I have 32 and it seems good but I know 45 + is what is needed in epics

DC 39~42 is about right on most common build wizards. its without the +4 tomes and the past lives, and the epic +3 dc gear.
some more information might be nice for us to help you.
do you have a +2 dc item.
archmage or pale master?
do you have a 2 int tome?
or perhaps heighten?
did you check your dc of your level 9 spells?
Had 41 necro 40 enchant DC, never had a single problem in any epics (I never did epic wiz king though, but I assume I'd be fine there as well). Solo CC'ed eChrono, eDA... People say 42-43 is good, but I say it's an overkill.

That was the level 9 spells I am sorry, I was excited that I got wail of the banshee
I know that next level I will recieve 2 more from the lich form
and 1 more at level 20 as my int is odd at the moment
First just to clarify you don't need 45+ DC to do epics (doesn't hurt, but not needed)
Each Epic quest has varying levels of useful DCs and useful schools. Example: Quests in the Red Fens and House P have mechanics where Web (conjuration) is more effective then Hold. While other quests Enchantments like Dancing Ball are more effective. And still others where Necromancy is more effective.
A 32 at 17 is not bad. Now you need to concentrate on the other 8+ you will need to get your DC's into the 40s
Examples:
- What is your current ending Intelligence going to be? Figure in Wiz Capstone if pure which is +2 Intelligence. Every 2 Int = 1 DC
- PM vs AM bonuses - Each have there own additional bonus at Tier 3.
- Access to Greater School Focus Items
- Spell Focus Feats
- Gear Sets (Like what is available in ToD)
Next is to review what gear you will need to improve that - some of this won't be available until you have done Raids, or even other epics. Currently a +7 Int item is only available in Epic Gear.
Than there are temporary enhancements such as Yugoloth Potions and Ship Buff as well as House D Enhancement Potions (burst increases of +1 to +3 for a stat).
40 is fine in most epics, 42 is very good.
personally i run around with 45, but i'm a freak :P, and honestly, 43-45 won't show a difference in most quests, 42 seems to be the threshold for noticeable improvement of cc
