The description says attackers within suffer a 20% miss chance. Does that include allies? I was using it today and it was nice to defend me, but I wasn't clear on whether it was hurting the fighter or not.

It affects any melee attacker within the mist radius. Allies or foes.
It can be useful when you're soloing and/or the party is all caster and rangers are outside of the mist.
It can also be detrimental if your strongest damage source is melee based and it's affected by t.he mist
On the lower levels, fights don't tend to last longer enough for it to be useful and later on, after true seeing-like buffs, you have better sources of displacement at hand more than often.
Leave this spell to the annoying kobold shamans to cast, grab a great axe (even if you're a 6 str halfling) and you're gold.
It does not affect allies, from my experience.
I'm pretty sure Grease and Sleetstorm are the only offensve spells that actually affect allies.
The reason I say this is because whenever I walk into my own obscuring mist, my screen doesn't turn black and I don't get the "OBSCURING MIST" status effect.
I could be wrong, though.

It is not harmful to party members, it gives a 20% miss chance to attackers (enemy mobs) vs party members within the sphere of the mist.
Party does not get any negatives from being in the mist.
It is just visually annoying to party members.

Sleet Storm such a fun spell. Also a great way to check for FoM, toss one on Harry in Part 4 and you will know real quick who has FoM, mostly from the dings when the blades come in and nom the people who don't have it. Which reminds me I have not see a secret grief raid in a while. I guess they have gone out of fashion.
