It shouldn't stack with the Pale Master enhancments.

those won't affect the negative energy spells, but the palemaster prestige has negative energy enhancements built right into the base prestige

No, but if so, it would be a waste of levels. 1st tier for smiting is level 1. 2nd tier is at level 4. 20% only? no big deal.
