In another thread I heard that Tempest III was pretty bad so I asked what I should do with my Elf Tempest II Lvl 15 Ranger.

Changing a build halfway through is a quick path to disaster unless you really know what you're doing. If you're considering changing it then definitely post an entire build layout and get feedback in its own thread so you can figure out the best path. Tempest III isn't so bad that you need to avoid it like the plague it is just that in the min-maxing world there are better choices.

Brigands Cutlasses are Chaotic so Monk Levels are out.
Not going to TR instantly on hitting 20.

Want to be useful at cap {not uber - Just useful}.

When I do TR will prob go for 3 Rogue and 3 Fighter Lvls before thinking about anything else.
