Irrational Challenge Ingredients for Tiers

What is the rationale behind the ingredients required for upgrading challenge rewards to a higher tier?

I'm lvl 8 and went to upgrade a lvl 8 Mournlode weapon to tier 2. It's asking me for ingredients I can only get at 15. (Goblets from Picture Portals, and Scraps from Kobold Short Cuts.)

Most other lvl 8 items are the same. I have access to the ingredients for at least some of the lvl 12 items, but can't upgrade my lvl 8 equipment. Does this make any sense to anyone?

I've been told that I need to get a level 15 to do the challenge for me, which I can then enter and sit in a corner and receive ingredients. I can't believe the system was intended to work this way.

What's weird is the the elemental weapons have sane upgrade ingredient requirements, but everything else is inaccessible to me. Any thoughts?

You can trade the lowbie stuff for the higher level items iirc, just takes more

You can only trade ingredients for other ones at the same level, about the best you can do is trade necromatic charms for mephit wings.

It can't be intended that you have level 8-11 characters doing level 15 quests to upgrade their level 8 items.

Two examples are the lvl 8 Mournlode shortsword and light mace that need a lvl 12 and two lvl 15 ingredients to upgrade to tiers 2 & 3.
These are the same ingredients to upgrade a lvl 16 item to tiers 2 & 3.

There just seems no point in having the lvl 8 tiers 2 & 3, as by the time you are capable of obtaining the ingedients you'll be up to the next level of weapons.

Suggest the ingredients be changed to be level appropriate ones.
