With a 18/1/1 melee build spell pen will be low (27 spell pen is a bit light but workable--just avoid drow), and DC's will likely be light (likely max of 34 necro). therefore, I would recommend a build that is focused on guards (similar to the per expansion epic necro builds), no save spells (PW: Stun, PW:Kill, Dance, Wail [for the level drain], etc) and Dots/persistent AOE's (ice storm). You are not going to be able to use tensers as the double cool-down on spells will prevent you from using the dots.

While dwarf is not the best race for this, it does give you the extra dc for tactical feats, in which stunning will serve as your CC.

    Stat recommendations:

    Str: 50 --(16 base +3 tome + 6 levels + 6 item +3 insight +3 profane +2 yugo + 2 ship + 2 rage +2 rams +5 primal)
    Dex: 19 (14 base +3 tome + 2 ship)
    Con: 42 -- (16 base +3 tome +2 enh +7 item +1 exc+ ship +2 rage + 4 Lich +5 primal)
    Int: 30 -- (12 base +3 tome +3 int + 6 item + 2 yugo +2 ship +2 lich )
    Wis: 38 -- (16 base +3 tome + 1 enh + 6 item + 6 ed + 2 lich +2 yugo +2 ship)
    Cha: 23 -- ( 6 base + 3 tome + 7 item + 1 exc + 2 lich + 2 yugo + 2 ship)

    Necro DC: 34 (10 base + 9 spell + 10 int + 2 feat + 2 item +1 lich)
    Spell Pen: 27 (18 lvl +3 enh + 6 past life +2 item)
    Stunning Blow: 57 -- (10 base + 20 str + 10 stunning + 5 combat mastery + 3 dwarf +6 tatics + 3 GMoF)
    Stunning Fist: 63 -- (10 base + 12 levels + 14 wis + 10 stunning + 5 combat mastery + 3 dwarf +6 tactics + 3 GMoF)
    HP: 715 – (88 levels +50 epic +400 con +20 heroic +10 draconic +20 Pale Master +40 GFL +40 Enh +27 feat +20 toughness)
Attack Bonus (without weapon bonus): 49 +55 from precision -- (10 base +3 epic + 20 str +4 morale +10 Divine Power Clicky +2 Rams)

    Items:
    trinket: +3 wis
    Head: epic Darkstorm (H. Fort)
    Cloak: Epic Envenomed( thoughnes)
    Gloves: Epic Charged (yellow)
Boots: Epic Boots of Corrosion (Luck)
Bracers: Bracers of the demon consort
    Neck: Torc of prince rayum
    Googles: Tharne's/GS +10hp,+150sp conc opp
Belt: Epic spare hand T3 (Blue, wis +6)
    Robe: Epic Shadow robe
    Ring 1: Stalker T3 (+4 resist, Str +6)
    Ring 2: Kormor's slotted Holy Burst & +1 con
Weapon: Various handwraps, Ice stick (120 glac, superior ice lore) for nuking, epic Flameward (for UMD)

    1 monk: toughness
4 wizard: max, sf:necro, quicken, extended
7 general: twf, itwf, stunning fists, ic: bludgeon, Precision, Stunning Blow, gsf: necro
    2 epic: gtwf, empower

    ------
The toon should be sturdy, melee damage will be a bit lacking, but your damage spells will be stronger (just make sure you are dot'ing in between punches). However, be careful running into EE content, while your stunning dc's are good enough -- lack of damage avoidance may kill

    Let me know your thoughts
    Nice plan, some thoughts:

    1. I don't think I'll use dots much, my sp are more for death auras/negative energy bursts/no-dc spells like power word(because sp are not much to keep dots for a long period), so I would consider tenser's... +4/+4 str/con is too good to be dropped.
Also, I've noticed that you are not considering stances. Will we fight in fire right? +3 to hit/damage and +0.75[W].
If we use fire stance+tenser we achieve the same 50 score of strenght and lvl up wisdom instead, in this way we can have better stun dc and orchid/lotus/EIN.

    2. Is precision better than PA?

    3. About gears: I agree in general. What about crafting +45 hp boots conc opp and then use frost helm and tharne goggles?

This looks like a lot of fun.

Personaly id gow with less str and more wis for better stunnign blow DC's - unless you realy do have all those past lives and stuff.

Id also consider 12 wiz, 7 rogue, 1 monk as a class split IF you feel you can spare the feats, and probably halfling as racial choice or half elf with a different dilly.

Gear wise id suggest a tod ring with holy burst, and a ring of the stalker couped with the grave wrappings and a pair of epic midnights greetings for non stunnable mobs.

All round excelent well thought out build and backstory. good job, have fun with this.
Thank you. The toon currently has 1 fighter PL -- so for the actual build, dropping str to 16, raising int to 10, and wisdom to 16 might not be a bad plan. The 12/7/1 build could also be solid, however; the cost of 4 feats (likely Cleave, Great Cleave, Overwhelming Crit, and improved sunder (swapping PA for precision) would be rough.

As for gear, already running a tod ring (Kilau's) -- decided on Avithoul over stalker as seeker and manslayer are covered by the drow goggles, don't need ghostly, and Avithoul grants +8 SA vs +7 on stalker(+ the brawling gloves). Current build has a +8 SA and a +11 seeker.

On the weapons, we currently have a pair of EMGs, but they are unimpressive once you get much past 20, the speed difference is drastic compared to the hand-wraps, damage is not great (this revision only has a 20 int) and you can't use the elemental debuffs with them on. Likely will keep them in inventory for rare instances when they are useful, other wise a large collection of handwraps is available for nearly any situation (grave wrappings are the primary) are better

    1. Your call on the dots, but you will have enough sp to dot for a while, once you run out you can always cast tensers. My mistake on the stances, yes typically you will be in fire. More wis is always good, however; with where you are at you should have plenty for EH (and its good enough for EE as well).

    2. I put you in precision instead of PA for two reasons. One was the 5% to hit which with your lower AB would be helpful, and the other was due to lack of extra feats to run up the cleave line or improved sunder. If you find that you don't have issues hitting with PA on, I say go for it and then swap out empower for improved sunder.

    3. +45 hp con opp is never bad. You could slot the heavy fort in your belt instead and replace the darkstorm with your GS item. I would keep the boots of corrosion over the helm of frost though. You don't need the cha, and the boots have disintegration guard on them, which can be nice.

Glad you like it. The build is pretty solid up through epic elite, however; when running EE it is important to remember to be careful. You have a decent amount of damage avoidance but, self-healing has difficulty keeping up with incoming damage if things get dicey. This build can't really tank on EE, so it is important to watch your aggro.

with the new enhancements beeing on lamannia out now, is there already plans on if the build stays the same or changes somehow?
(asking cause i am leveling one right now and it owuld be very meh if the current 12/6/2 build would be better as 15/5 or whatever in the end)

also considering the change to the healskill which now becomes useful yet isnt a classskill sadly
